The minutes from the March 31 Planning Board meeting were read. Jerry Mitchell moved to approve the minutes and Marlene Tomczak seconded. All in favor, the motion carried.
Mark Nelson presented a request to the Planning Board to consider having the Township ask the DNR for an easement across state managed School Board property to access his property from Northern Lights Road, then approve the easement transfer to the Nelson family. The Planning Board supports the plan upon written approval from the DNR and St. Louis County and will ask the Township Board to contact their attorney for his legal opinion on the matter with all costs that are incurred relating to this project being billed to Mr. Nelson. Mr. Nelson will obtain bids for the construction of the road to see if the project is even feasible.
Under Old Business: The Vision Statement to be included in the Comprehensive Plan was discussed. A motion was made by Betsey Warrington and seconded by Jerry Mitchell to approve the following statement which was drafted by Marlene Tomczak:
The Kabetogama Township has an economy based primarily on year round tourism and recreation. Therefore, the township will support and encourage growth and development that is compatible with the rural northwoods setting of the Kabetogama community. To work towards obtaining balance of commercial businesses, residential homes and recreational opportunities while promoting sustainable use of the forests and Kabetogama Lake.
Kabetogama Township will work in concert with Voyageurs National Park and other government agencies to create a community shaped from the shared vision of all it’s citizens.
All in favor, the motion carried.
Also under old business, Marlene Tomczak moved to accept the changes to the bylaws of the Planning Board, Article V, Section I and Article VI, Section I to reflect the newly adopted quarterly dates of the meetings and the annual organizational meeting. All in favor, the motion carried.
Phil Hart reported on the progress of the activation of the cell tower on Melheim Rd.
There was no New Business.
Under Committee Reports:
Community Hall: Marlene reported on the presentation of the latest draft by the architects from the Univ. of MN at the Public Meeting in April. The meeting was well attended and several positive comments were made. The plan will be presented to the Township for approval. Upon approval the committee will move forward with the plans and funding application process.
Voyageurs National Park: Kathleen Przybylski reported that the park is hiring summer help and that the Visitor Centers will be open the end of this month.
Trails and Roads: A Trail Rendezvous will be held the weekend of May 30. More volunteers are needed to hike the 60 miles of trails located in Voyageurs National Park to identify areas that need clearing.
Marlene Tomczak moved to request that the Township enter into a contract with Greg House to mow the Arrowhead Trail twice during the summer. Vickie Peterson seconded. All in favor, the motion carried. Bob Nevalainen will check into getting proper signage along Co. Rt. 122 for the trail. Three trails in Kabetogama are listed in a new birding publication.
Subordinate Service District: There will be a public meeting June 26 for the Puck’s Point District. The Township has hired Gary Cerkvenik to secure funding for the project.
A Joint Powers Committee has been established consisting of members from Crane Lake, Ash River and Kabetogama. Congressman Oberstar has been very supportive of acquiring funds through an authorization bill for a large project encompassing all of the communities. The next meeting will be held May 7th in Orr. Jerry Mitchell moved to proceed with having Gary Cerkvenik investigate the possibility of getting funding through the Committee. Marlene Tomczak seconded. All in favor, the motion carried. Costs will be shared with each participating community. The possibility of funding will be determined by the end of July.
There being no other business, Jerry Mitchell moved to adjourn. Marlene Tomczak seconded. The meeting was adjourned at 9:00 p.m.
The next meeting will be held June 30 at 7:00 p.m. at the Community Hall.
