Chairman L. Kec opened the meeting at 7:00 p.m. Board members present were Supervisor L. Warrington, Supervisor T. Tomczak, Deputy Treasurer M. Tomczak, Clerk M. Manninen and three guests.  All attending recited the Pledge of Allegiance. 
 
Agenda – The agenda was reviewed, Chairman L. Kec moved to approve the February 7th agenda with the addition of Ambulance District to New Business, seconded by Supervisor L. Warrington, all voting aye the motion carried.
 
Minutes – The minutes for the January 3rd. 2023, regular meeting were reviewed, Chairman L. Kec moved to approve the minutes as read, second by Supervisor L. Warrington, all voting aye motion carried.
 
Deputy Treasurer M. Tomczak read the treasurer’s report.

The Treasurer’s report was reviewed, the report was approved on a motion by Supervisor L. Warrington, seconded by Supervisor T. Tomczak, all voting aye motion carried.
 
Claims – Clerk M Manninen read the list of claims.

Supervisor  L. Warrington moved to accept the claims and pay them in full, seconded by Supervisor T. Tomczak, all voting aye motion carried.
 
Public Comment – None
 
Old Business –
 
PPSSD –   Guests Lucas Caldwell with Septic Check was in attendance to discuss some things with the Pucks Point Subordinate Sewer District.  Supervisor L. Warrington started the conversation by giving a short background on the system.  Evidently the system is beginning to age and components of this system will need to be replaced.  Currently the person who is taking care of our system comes from Orr, MN, 30 minutes away.  It has been suggested that Tim Henrickson who lives right here at Kabetogama be the person who can eventually be trained and licensed to care for the whole system.  Lucas, with Septic Check gave ideas how we can get this accomplished.  Tim would need a service provider certificate from SSTS program from the University of MN which is the septic side of things.  The other certification that is needed is Class C Wastewater license.  That takes 6 years of experience.  He would need the Class D, which takes two years and then four years under his belt to take the classes.  Right now Lucas suggests that Tim help with the operations such as, start taking samples that are needed, pumping when needed, recording the readings for tracking the flow, making sure the pumps are running properly, things like that.  Septic Check is willing to take Tim on as a contactor to them.  At this time Supervisor L Warrington moved to have Kabetogama Township let Tim Henrickson and Septic Check work together to try and get the troubleshooting and the training started, seconded by Chairman L. Kec, all voting aye, motion carried.  Lucas gave the town board a rundown on how the system is working and what items may need to be replaced in the near future and what stock should be made available and how many to have in stock at the control building. if something breaks down.  Lucas suggested that the township should have bins and shelving at the building to get it more organized.  If the request gets put in Septic Check will get the bins and shelving.  The township would like to have the manual at the building itself.  The township would also like to have Septic Check get us a list of some of the larger items that may need to be replaced and what those costs might be so we can budget for them.
 
 
Community Sewer Project – John reported that the State and County has agreed to proceed with our request for the land exchange of three parcels.  We have identified the state land that we would like to have, now the county must come up with parcels for the exchange.
 
Roads – Larry received a text from a resident on pucks point road asking that it gets plowed better.  After some discussion the board has determined that the road has been plowed as best as possible.
 
Community Center –  Tim plowed a path for Lakes Gas to fill the propane tank.  Clerk Manninen will contact Lakes Gas and tell them we plowed and they should go behind the building to get to the tank.  We would also like to know if they could move the tank to a better location for filing.  Larry Kec, Deana and Jack Hendriskson have been working on stripping the floor here and putting on new wax.  It looks great!!
 
New Business – Clerk Manninen asked if the township would consider purchasing a battery operated snowblower that she could use to clear the snow in front of the doors of the hall when necessary.  The board agreed and Larry K. priced one at $699.00.  The board has decided to wait until the end of the season to possibly get a better price on one.
Ambulance District – International Falls would like to establish an ambulance district and wants the county to give the ok to obtain all the unorganized townships and did not realize that Kabetogama had formed a township.  The county will try and put a meeting together in April with the county, lake association and township representatives to discuss this matter.
 
 Supervisor L. Warrington made a motion to adjourn the meeting, seconded by Supervisor T. Tomczak, all voting aye motion carried. Meeting was adjourned at 8:30 p.m.
