Vice Chairman J. Stegmeir opened the meeting at 7:00 p.m. Board members present were Supervisor L. Kec, Treasurer D. Callais, Deputy Treasurer M. Tomczak, Clerk M Manninen and three guest.  All attending recited the Pledge of Allegiance. 
 
Agenda – The agenda was reviewed, Supervisor L. Kec moved to approve the agenda, seconded by Supervisor J. Stegmeir, all voting aye the motion carried.
 
Minutes – The minutes for the August 2nd regular meeting were reviewed. Supervisor L. Kec moved to approve the minutes as read, second by Supervisor J. Stegmeir, all voting aye motion carried.
 
Treasurer D. Callais read her report.

The Treasurer’s report was reviewed, the report was approved on a motion by Supervisor L. Kec, seconded by Supervisor J. Stegmeir, all voting aye motion carried.
 
Claims – Clerk M Manninen read the list of claims.

Supervisor L. Kec moved to accept the claims and pay them in full, seconded by Supervisor J. Stegmeir, all voting aye motion carried.
 
Public Comment – Concerns were voiced regarding the sub-contractors doing the work for Paul Bunyan.  Many residents have had numerous utilities cut during this process.
 
 
Old Business –
 
PPSSD –   Supervisor J. Stegmeir reported that during the process of digging in the new fiber optic line at the Dennis Johnson property his sewer line was cut, and the tank had to be pumped twice.  The sub-contractor will pay the township back for the pumping.  During the flood period the electric bill has been higher, and more chemical has been used so the cost of operation and maintenance will most likely go up.  One valve in the treatment building had to be replaced.  An air valve will be replaced in early October that froze from last winter.
 
Community Sewer Project – SEH memo from Bob Stark Project Engineer.
Project Schedule:  SEH sent out the resident survey documents to the property owners in the study area.  These consisted of a short project description, a questionnaire regarding location of any known wells and wastewater facilities on each property.  An aerial photograph of each property was included so property owners can note the location of wells, septic facilities, and any other infrastructure of interest.  The survey also queried property owners on future plans they have that could impact wastewater generation rates.  SEH is coordinating a site visit with Bob Whitmyer (Matrix Soils & Systems) to visit two potential sites for the treatment facilities.  Based on his findings, we will either evaluate one or both sites further or look for other alternatives.  After the surveys are returned, SEH will compile the information, estimate the design flow and will submit a request for preliminary effluent limits from the Minnesota Pollution Control Agency.
 
The Joint Powers Board will be meeting here at the Town Hall on September 21st at 10:00 am.
 
Roads – G. House has completed work on the Pucks Point Road.  All the remaining sand from here at the Town Hall has been used for work on State Point Road and Melheims Road.  VNP purchased sand to use on tent pads.
 
Community Center – Marlene Tomczak would like someone to look at the outlets in the Town Hall.  They are supposed to be childproof but they are adult proof also.  Most of them you cannot plug into.  We would like to maybe get them changed out.  Supervisor L. Kec will contact an electrician to look into this matter.
 
Other – The county has not reported any decision as to installing a snowmobile crossing sign here at Kabetogama at this time.
 
Supervisors -  
 
Supervisor J. Stegmeir moved to appoint Tim Tomczak to replace Brigette Master, who resigned in August, as a supervisor to fill out her term until the March 2023 election, seconded by Supervisor L. Kec all voting aye motion carried.
 
Supervisor John Stegmeir presented his letter of resignation as of Tuesday, September 6, 2022.  John has offered his services regarding PPSSD and the new subordinate sewer district until the new supervisors have become confident in overseeing these projects.  Supervisor T. Tomczak moved to accept John’s resignation, seconded by Supervisor L. Kec, all voting aye motion carried.  Supervisor L. Kec moved to appoint Larry Warrington to hold the office of Supervisor replacing J. Stegmeir, until the March 2023 election, seconded by Supervisor T. Tomczak, all voting aye motion carried.  The town board thanks John for his dedicated 8 years of service.
 
New Business –
 
Supervisor L. Kec moved to retain John on to oversee the sewer districts until the new supervisors become more familiar with the process, seconded by T. Tomczak, all voting aye motion carried. 
 
Supervisor L. Kec volunteered to take over roads and trails and Supervisors T. Tomczak will oversee the new sewer district along with John and Supervisor L. Warrington will oversee PPSSD sewer project along with John.  John will help the clerk and treasurer become familiar with the numbers (finances) for the districts.
 
Supervisor T. Tomczak made a motion to adjourn the meeting, seconded by Supervisor L. Warrington, all voting aye motion carried. Meeting was adjourned at 7:50 p.m.
