Old Business –

PPSSD –   The special assessment has come in for the district.  This money is split between operation and maintenance and the Capitol Dept Reduction accounts.

Community Sewer Project – SEH Engineer Bob Stark from Ely attended the meeting to give an update on the project.  The project is working on Zone 3 and then 5 through 8. Preliminary estimates of the design flow were generated from the resident surveys and the St. Louis County Land Explorer data base. Bob explained further how they have come up with flow estimates.  Approximately 80 surveys were returned.  The information from these returned surveys and the Land Explorer date base is adequate for generating the design flow estimates needed to request effluent limits from the MPCA.  Another primary purpose for the survey was to gain information on the location of buried infrastructure on individual parcels.  This will be useful in developing preliminary layouts for piping and other project infrastructure.  Follow up surveys may be sent if needed to continue to proceed with the facility plan preparation.
Additional investigation on potential wastewater treatment site is continuing.  The site that was identified earlier is not large enough for the estimated design flow but could be used if flow equalization were included to reduce the higher flows that would occur on weekends and holidays during the active season.
SEH will be contacting the Minnesota Pollution Control Agency to initiate their determination of effluent limits.  Evaluation of potential wastewater disposal sites and the impact the flow equalization could have on the size of the disposal site and size of the treatment facility will continue.
John Stegmeir sent a request out asking the State to consider a land exchange with St. Louis County for the properties we have determined to be adequate for a treatment site.  Additionally, the township has requested that the State and St. Louis County consider a land exchange for the parcel at Woodenfrog Campground that the Township currently leases from the State for its Puck’s Point Community Sewer treatment site.

Roads – Supervisor L. Warrington moved to approve the changes to the 2022/2023 contract with Greg House, seconded by Supervisor T. Tomczak, all voting aye, motion carried.

Community Center – The Christmas party will be held here at the Town Hall on December 10th.  The floor at the hall will be stripped and then rewaxed after Christmas.

Other – The county has not reported any decision as to installing a snowmobile crossing sign here at Kabetogama at this time.

PPSSD –   Lee Herseth completed the work he needed to get done.  There was some issue at the Brattebo property.  It may have been issues with a valve.  The power was turned off and the problem started then.  Dave Cook turned the power back on which helped.  This still needs to be looked into.  Supervisor L. Warrington will make some calls.   Supervisor L. Warrington moved to approve the Maintenance Agreement with Septic Check, seconded by Supervisor L. Kec, all voting aye, motion carried.  Clerk Manninen along with John Stegmeir explained the operation and capitol cost for the PPSSD for 2022 and projected for 2023.  EDU’s for next year will be 108.29 for the full time residents and 62.88 for the seasonal residents.

Community Sewer Project – Soil testing is still ongoing, and they may have found a couple of good areas of state land for the systems.  Supervisor L. Warrington moved to allow John Stegmeir to contact the state regarding a possible land exchange for the sewer system.  He will try to incorporate the Woodenfrog land that we have a lease within this deal also.  Motion seconded by Supervisor L. Kec, all voting aye, motion carried. Supervisor L. Warrington moved to approve Resolution 2022-01 Establishing Position of Subordinate Sewer District Consultant, seconded by Supervisor L. Kec, all voting aye motion carried.
SEH memo from Bob Stark Project Engineer.
Project Schedule:  SEH sent out 130 questionnaires, a total of 79 of the surveys were returned as of this meeting but they are sporadically coming in.  Surveys have not been returned from a total of 31 different property contacts representing 51 parcels.  SEH may send out a follow-up survey request to these property contacts if the surveys that were received are found to be inadequate for generation of reliable short and long term flow estimates.
The next step, SEH will tabulate the survey data that has been returned and present that data to the board at the December meeting.  SEH will be contacting the Minnesota Pollution Control Agency to initiate their determination of effluent limits after a sufficient number of forms are returned and a reliable estimate of the anticipated flow can be made.

Community Center – The electrical outlets have all been changed out.  The septic tanks at the Town Hall were pumped out before the Hunters supper.  The Christmas party will be held here at the Town Hall on December 10th.

Public Comment – Concerns were voiced regarding the sub-contractors doing the work for Paul Bunyan.  Many residents have had numerous utilities cut during this process.

Old Business –

PPSSD –   Supervisor J. Stegmeir reported that during the process of digging in the new fiber optic line at the Dennis Johnson property his sewer line was cut, and the tank had to be pumped twice.  The sub-contractor will pay the township back for the pumping.  During the flood period the electric bill has been higher, and more chemical has been used so the cost of operation and maintenance will most likely go up.  One valve in the treatment building had to be replaced.  An air valve will be replaced in early October that froze from last winter.

Community Sewer Project – SEH memo from Bob Stark Project Engineer.
Project Schedule:  SEH sent out the resident survey documents to the property owners in the study area.  These consisted of a short project description, a questionnaire regarding location of any known wells and wastewater facilities on each property.  An aerial photograph of each property was included so property owners can note the location of wells, septic facilities, and any other infrastructure of interest.  The survey also queried property owners on future plans they have that could impact wastewater generation rates.  SEH is coordinating a site visit with Bob Whitmyer (Matrix Soils & Systems) to visit two potential sites for the treatment facilities.  Based on his findings, we will either evaluate one or both sites further or look for other alternatives.  After the surveys are returned, SEH will compile the information, estimate the design flow and will submit a request for preliminary effluent limits from the Minnesota Pollution Control Agency.

The Joint Powers Board will be meeting here at the Town Hall on September 21st at 10:00 am.

Roads – G. House has completed work on the Pucks Point Road.  All the remaining sand from here at the Town Hall has been used for work on State Point Road and Melheims Road.  VNP purchased sand to use on tent pads.

Community Center – Marlene Tomczak would like someone to look at the outlets in the Town Hall.  They are supposed to be childproof but they are adult proof also.  Most of them you cannot plug into.  We would like to maybe get them changed out.  Supervisor L. Kec will contact an electrician to look into this matter.

Other – The county has not reported any decision as to installing a snowmobile crossing sign here at Kabetogama at this time.

Supervisors -

Supervisor J. Stegmeir moved to appoint Tim Tomczak to replace Brigette Master, who resigned in August, as a supervisor to fill out her term until the March 2023 election, seconded by Supervisor L. Kec all voting aye motion carried.

Kec moved to appoint Larry Warrington to hold the office of Supervisor replacing J. Stegmeir, until the March 2023 election, seconded by Supervisor T. PPSSD –   Supervisor J. Stegmeir reported that things are going good for now.

Community Sewer Project – SEH memo from Bob Stark Project Engineer.
Project Schedule:  SEH is completing the resident survey documents that will be sent to each property owner in the study area.  These will consist of a short project description, a questionnaire regarding location of any known wells and wastewater facilities on each property.  An aerial photograph of each property will be included so property owners can note the location of wells, septic facilities and any other infrastructure of interest.  The survey will also query property owners on future plans they have that could impact wastewater generation rates.  It is anticipated that the survey documents will be mailed next week.
Wastewater Treatment Plant Locations:  SEH is coordinating a site visit with Bob Whitmyer (Matrix Soils & Systems) to visit two potential sites for the treatment facilities.  Based on his findings, we will either evaluate one or both of these sites further or look for other alternatives.
Next Steps:  After the surveys are returned, SEH will estimate the design flow and will submit a request for preliminary effluent limits from the Minnesota Pollution Control Agency.

The Township has entered into a Grant Agreement with the MN Pollution Control Agency.  The township will pay no less than 25% under this grant.  The grant is for $300,000.00 and the township match is $75,000.00.  The project is titled the South Shore Community Sewer.

Canister Site – Chairman B. Master contacted St. Louis County regarding the canister site.  She spoke to Steve Peletrain.  There is an attendant there on Monday, Wednesday and Saturday.  The attendant calls in to have the recycle bins picked up and they have 48 hours to collect them.  That does not seem to be happening and there is much garbage being put into the recycle bins also.  Supervisor J. Stegmeir will contact Paul McDonald and speak with him regarding this matter.

Roads – We need to begin working on the State Point Road.  We will put down an inch or two of sand and then use gravel over that.  G. House will do some work on the Pucks Point Road and Melheims road.

Community Center – Nothing new and the cook stove issue is still being looked at.  Possible we will have Lakes Gas come in and check it over for leaks.

Other – The county has not come up here to look at the area we want to have a snowmobile crossing sign at.  They will come up in August.
