Stegmeir gave a brief overview of the flood operations at the Town Hall.  35,000 bags were produced during this process or an average of 3,000 bags per day.  From May 21 through June3, 100,000 bags were produced by the National Guard, the sand bagging machine, and several volunteer groups from outside the community for an average of 7,700 bags per day.  Total sandbags produced to date is 135,000.  Approximately 114,000 are on the lake.  We have 21,000 filled sandbags in reserve at the Town Hall.  We have offered 6,000 to Koochiching County if transportation can be arranged.  This would leave a reserve of approximately 15,000 to 20,000 filled sandbags for use by the community of needed to maintain sandbag protection going forward through the highwater period.  We were helped by the MN Dept of corrections crew from Thistledew Camp in Togo for 4 days.  The MN Dept. of Correction crew from Willow River for 1 day.  The Littlefork school provided students for 3 days.  Hibbing police coordinated volunteers from Hibbing for 1 day, 57 volunteers who produced 10,000 bags.  Voyageurs National Park allowed trucks/trailers, and personnel to deliver sandbags, fill sandbags and help set sandbags on the lake.  We had 5 skid steer owner operators who volunteered their time at the hall.  Restaurant and Resort owners helped feed and house volunteer crews in our area.  Many people were involved in feeding the crews here at the hall and donating lots of baked goods.  Saint Louis County Emergency Management Division personally delivered 166,000 sandbags, over 100,000 zip ties, poly sheeting, sump pumps and other supplies that were needed. Saint Louis County Highway department delivered 189 truckloads of sand and delivered the sandbagging machine.

PPSSD – Colin Marcusan with SEH Engineering firm called in on a TEAM conference call. He explained the new contract that SEH is proposing to the township for new facilities plan for the new sewer district.  A facilities plan is a document that MPCA and MN Public Facilities Authority use as a starting point to get us into their funding cycle.  To qualify for the funds that they offer we need to complete the facility plan and get it approved.  A facility plan is a feasibility study which reviews all of the options and possible alternatives and recommends an alternative that would be affordable.  This contract is for the facility plan and part of the design as well.  The contract is for $250,000 but according to Colin it will not cost that much to do the facility plan so since there are grant dollars to work with Colin thought that the extra funds could spill over toward the design phase.  In this facility plan SEH would do some surveying by a drone surveying company.  From this they can get what they need for the maps, laying out a collection system, considering possible treatment alternatives and they can also get geotechnical data.  Colin answered question from the supervisors.  Supervisor J. Stegmeir asked for some changes to the language of the contract.  Once the changes have all been made, Colin will get the contract back to the Township for approval.  The board agreed that Supervisor J. Stegmeir would be the person of authority to sign the contract.

PPSSD – Supervisor J Stegmeir read his financial report for the Pucks Point Subordinate Sewer District for the year 2021 and projected for 2022.  These numbers will be sent to all members of the district in January of 2022.  Supervisor J Stegmeir made a motion to approve the new agreement with Septic Check, seconded by Supervisor B Master, all voting aye, motion carried.

Community Sewer Project – We have had no communication back from Matric Soils & Systems regarding the soil testing done on the Houser property.  We now have a purchase agreement ready that will be used when we purchase the Houser property.   Supervisor J Stegmeir has worked with our attorney on this matter.  This last legislative session, the Clean Water Council recommended, and the legislature approved $1.4M dollars to the Voyageurs National Park Clean Water Project.  At the October 20 meeting, the Joint Powers Board distributed these dollars among the communities in the project.  Kabetogama received $300,000 for FY22/23.  Supervisor J Stegmeir has spoken with SEH and they would like to work on this project.  SEH will work on a contract with us and we will discuss this in January 2022.  The board is looking for a name for this new sewer project.  One suggestion was Kabetogama South Shore Sewer System.  Nothing has been decided yet.

Roads – Nothing new.

Community Center – Marlene does not think that Viitas will be able to get here yet this year to work on the outdoor septic alarm.  The Township received that grant from IRRRB in the amount of $10,000 to be used for the Community Wayside Replacement Project.

Other – Supervisor J Stegmeir moved to follow the CDC guidelines and to hold our meetings in the large room at the Town Hall and to wear masks if attendees are uncomfortable, seconded by B Master, all voting aye, motion carried.

New Business –   Clerk Manninen received a Tobacco License renewal for approval and signature.  The board is not sure we are responsible for signing this license.  Clerk M Manninen will contact St. Louis County regarding this matter.  This is tabled to the December meeting.

Supervisor B Master made a motion to adjourn the meeting, seconded by Supervisor J Stegmeir, all voting aye motion carried. Meeting was adjourned at 7:51 p.m.

Respectfully submitted,
Betsey Warrington, Deputy Clerk
