Regular Meeting
May 2, 2017
 
Chairman Stegmeir opened the meeting at 7:00 pm. Board members present were Supervisor Tomczak, Clerk Manninen, Treasurer Callais, Deputy Clerk Stegmeir and one guest. Colin Marcusen from SEH called in on the conference line.  Board members and guests recited the Pledge of Allegiance.
 
Agenda – The agenda was reviewed. Motion by Chairman Stegmeir to approve the agenda, seconded by Supervisor Tomczak all voting aye the motion carried,
 
Minutes – The minutes for the April regular meeting were reviewed. Motion by Supervisor Tomczak to approve the minutes, seconded by Chairman Stegmeir, all voting aye motion carried.
 
The Treasurer’s report was read by Treasurer Callais.

The Treasurer’s report was approved on a motion by Supervisor Tomczak, seconded by Chairman Stegmeir, all voting aye, motion carried.

Supervisor Tomczak moved to accept the claims and pay them in full, seconded by Chairman Stegmeir, all voting aye motion carried.

Old Business:
             
PPSSD  - Collin reported on the Project Schedule as follows; Collection, the underground work is complete, they need to complete turf and roadway restoration, also complete flushing station construction and complete the punchlist.  Pretreatment – Septic Check; the startup is to occur in May or early June.  Tentatively on June 6th there will be a startup and walkthrough of the pretreatment and collection systems with operator and Township.  Regrading and seeding are needed in some areas.  Dispersal – This is nearly complete but there needs to be regrading and seeding in some areas yet.  There will also be a squirt test done.  Easements – Final easements will require a survey to determine actual location of installed piping and grinders.  SEH will schedule survey soon.  SEH is going to prepare a memo near the end of construction.  SEH created a Property Owner/Connection Exhibit and Table for the Townships use.  Collin is planning to be on site in June on the 6th for a walkthrough.
 
Roads & Trails – Chairman Stegmeir attended a meeting with SLC regarding the resurfacing of our county roads.  He reported back that the road work is to begin after July 5th in our area.  The gravel roads in our area are being worked on currently, the county is adding more gravel to them.
Community Building – Electrician Lee Herseth gave an estimate $430.20 on the cost of replacing all the light bulbs (42) with LED bulbs in the main hall and three dimmer switches. Supervisor Tomczak moved to approve this bid, seconded by Chairman Stegmeir, all voting aye, motion carried.  The Community Club would like to have the parking lot paved.  The contractors that are working on our roads are willing to do the paving. The Township and Community Club will split the payment for this work.  The Community Club board will meet on Wednesday with people from Mesabi Sign to determine a place for our new digital sign to replace the board across from the Town Hall.  Chairman Stegmeir moved to have this new digital sign placed near the new Town Hall, seconded by Supervisor Tomczak, all voting aye, motion carried.  Supervisor Tomczak will contact Contractor Nick Taylor regarding the restroom sinks not draining properly and will report back to the board.
New Business –  Resolution 2017-03 – Supervisor Tomczak moved to approve Resolution 2017-03 (Resolution Creating a Vice-Chair Position on the Town Board) seconded by Chairman Stegmeir, all voting aye, motion approved.
 
Supervisor Tomczak moved to adjourn the meeting at 8:09 pm. Seconded by Chairman Stegmeir, all voting aye

REORGANIZATION MAY 2, 2017
Supervisor Tomczak moved to approve the agenda, seconded by Supervisor Stegmeir, all voting aye, motion carried.
Supervisor Tomczak moved to approve the Minutes from the April 5, 2016 Reorganization Meeting, seconded by Supervisor Stegmeir, all voting aye, motion carried.
The following items were approved on a motion by Supervisor Tomczak, seconded by Supervisor Stegmeir, all voting aye, motion carried.
Chairman/Vice-Chairman - John Stegmeir will remain Chairman, Marlene Tomczak will remain Vice-Chairman.  Beginning in 2018 the positions of Chair and Vice-Chair will be rotated between Supervisors.
 
Board Meeting Schedule and Location for the township board meetings in 2017; April 4, May 2, June 6, July 11, Aug 1, Sept. 5, Oct. 3, Nov 7, Dec. 5, 2018 – Jan 2, Feb 6, March 6, . All meeting will be held at the Town Hall, 9707 Gamma Road.
 
Official Newspaper - The Journal, International Falls, MN.
Township Attorney - continue using Mr. Robert Ruppe as our attorney. Check on fees for Fryberger, Buchanan, Smith & Frederick, P.A. out of Duluth, MN.                                                              
Road Supervisor - John Stegmeir as road supervisor. Beginning in 2018 this position will rotate between Supervisors.
Meeting Notice Posting Place - Gateway Store, Town Hall, Township web site and the new digital sign once installed.
Emergency Trail and clean-up contractor - Greg House.
Bank Designation - Border State Bank.
Township Engineer – SEH.
Planning Commission - the Planning will meet as needed at least twice a year and evaluate quarterly.
Compensation Rates for Township Officers
Chairman - $350.00 per month
Supervisors - $350.00 per month
Treasurer - $350.00 per month
Clerk - $18.00 per hour
Deputy Clerk and Deputy Treasurer - $50.00 per meeting when filling in for the Treasurer or Clerk
Mileage Rate – follow current Federal Mileage Rate at that time.
 
Additional Compensation Rates:
Election Judge - $12.00 per hour
Town Hall Cleaning Person - $18.00 per hour
Miscellaneous Clerical duties when Clerk/Treasurer are unavailable $15.00 per hour
Planning Commission Board Members - $50.00 per meeting attended
 
Supervisor Stegmeir moved to accept Resolution 2017-04 (Resolution Establishing a Policy for the Compensation and Reimbursement of Town Officers) seconded by Supervisor Tomczak, all voting aye, motion carried.
 
Supervisor Tomczak moved to adjourn the meeting at 8:28 pm, seconded by Supervisor Stegmeir, all voting aye, motion carried.
