Chairman B. Master opened the meeting at 7:00 p.m. Board members present were Supervisor L. Kec Supervisor J. Stegmeir, Treasurer D. Callais, Deputy Treasurer M. Tomczak, and Clerk M Manninen.  All attending recited the Pledge of Allegiance. 
 
Agenda – The agenda was reviewed, Supervisor L. Kec moved to approve the agenda with the following additions to new business, Lakes Gas, Dist. 10 MATIT, Liquor License Approval, seconded by Supervisor J. Stegmeir, all voting aye the motion carried.
 
Minutes – The minutes for the July 5th regular meeting were reviewed. Supervisor J. Stegmeir moved to approve the minutes as read, second by Supervisor L. Kec, all voting aye motion carried.

The Treasurer’s report was reviewed, the report was approved on a motion by Supervisor L. Kec, seconded by Supervisor J. Stegmeir, all voting aye motion carried.
 
Claims – Clerk M Manninen read the list of claims.

Supervisor L. Kec moved to accept the claims and pay them in full, seconded by Supervisor J. Stegmeir, all voting aye motion carried.

Old Business –
 
PPSSD –   Supervisor J. Stegmeir reported that things are going good for now. 
 
Community Sewer Project – SEH memo from Bob Stark Project Engineer.
Project Schedule:  SEH is completing the resident survey documents that will be sent to each property owner in the study area.  These will consist of a short project description, a questionnaire regarding location of any known wells and wastewater facilities on each property.  An aerial photograph of each property will be included so property owners can note the location of wells, septic facilities and any other infrastructure of interest.  The survey will also query property owners on future plans they have that could impact wastewater generation rates.  It is anticipated that the survey documents will be mailed next week.
Wastewater Treatment Plant Locations:  SEH is coordinating a site visit with Bob Whitmyer (Matrix Soils & Systems) to visit two potential sites for the treatment facilities.  Based on his findings, we will either evaluate one or both of these sites further or look for other alternatives.
Next Steps:  After the surveys are returned, SEH will estimate the design flow and will submit a request for preliminary effluent limits from the Minnesota Pollution Control Agency.
 
The Township has entered into a Grant Agreement with the MN Pollution Control Agency.  The township will pay no less than 25% under this grant.  The grant is for $300,000.00 and the township match is $75,000.00.  The project is titled the South Shore Community Sewer.
 
Canister Site – Chairman B. Master contacted St. Louis County regarding the canister site.  She spoke to Steve Peletrain.  There is an attendant there on Monday, Wednesday and Saturday.  The attendant calls in to have the recycle bins picked up and they have 48 hours to collect them.  That does not seem to be happening and there is much garbage being put into the recycle bins also.  Supervisor J. Stegmeir will contact Paul McDonald and speak with him regarding this matter.
 
 
Roads – We need to begin working on the State Point Road.  We will put down an inch or two of sand and then use gravel over that.  G. House will do some work on the Pucks Point Road and Melheims road.
 
Community Center – Nothing new and the cook stove issue is still being looked at.  Possible we will have Lakes Gas come in and check it over for leaks.
 
Other – The county has not come up here to look at the area we want to have a snowmobile crossing sign at.  They will come up in August.
 
Flood Clean up – Team Rubicon is currently here to assist with the clean up along with a large group from Thistledew Boot camp and a group of Youth volunteers.  There are some CC crews here that were supposed to work up in International Falls but are not need as yet so they came here to help.  Sandbags have been removed from Sandy Point Resort, Char Browns to the amount of 24,000, Sunrise Resort had 3,000 and Northern Lights Resort will have bags removed tomorrow, 5,000.  St. Louis County has been terrific in hauling out these sandbags.  Three side by sides were used to haul bags from Sunrise to the county truck to haul out because trailers could not be used in the small area.  Voyageurs National Park helped haul with one of their trailers also.
 

 
New Business –  
 
Chairman Brigette Master gave her resignation from this position effective August 2, 2022.  She and her family recently purchased property in International Falls and have moved there.  The board thanks her for her service.  The board will be looking for someone to fill this vacancy.
 
Clerk Manninen is to contact Lakes Gas to get the current propane price and decide how to proceed from there.
 
Supervisor L. Kec moved to approve the liquor license for Kab Outdoors, seconded by Supervisor S. Stegmeir, all voting aye, motion carried.  Clerk Manninen will send the signed copy to the county.
 
Cook Hospital has passed a resolution to approve the levy of 1.5 million for this district, the same as before.
 
Supervisor L. Kec made a motion to adjourn the meeting, seconded by Chairman B. Master, all voting aye motion carried. Meeting was adjourned at 8:00 p.m.
